PRA Requests Used as Retaliation – Letter to the Editor

Since I was elected in Nov. 2020, I have received about 80 California Public Record Act (PRA) requests for my emails, texts and notes. Of those, 60 are from former Santa Clara resident, James Rowen, who seems to be doing this to curry favor with Mayor Lisa Gillmor. In fact, I received six PRAs today (May 17) and five on May 13th. I believe these were made in retaliation for my Op-Ed published in San Jose Spotlight on May 12th: “Jain: California Public Records Act weaponized to harass elected officials”. I estimate that I have spent over 100 hours responding to Rowen’s PRA requests and that his PRAs have cost the City thousands of dollars in staff time to read and redact portions of the released documents. Our City Attorney has not once admonished me for any of the wild claims Rowen has made in his daily email screeds to me and various reporters.
